该委员会是经国务院批准、民政部登记、教育部主管的国家一级社团组织，隶属于教育部高校毕业生就业协会（2010年成立）于2015年12月15日正式成立。其主要职责是搭建校企合作平台，协助开展就业指导工作，并动员社会各界力量参与大学生就业事务。委员会负责推广实施《应用型人才培养工程》，包括举办全国应用型人才技能大赛等项目。首批会员为国务院建议的40所全国重点高校，会员单位享有资源共享及优先服务获取等权益，同时需遵守章程并缴纳会费。协会由教育部原副部长赵沁平任理事长，教育部学生司原司长王炽昌等任常务副理事长。

This committee is a national first-class social organization approved by The State Council, registered with the Ministry of Civil Affairs, and under the supervision of the Ministry of Education. It is affiliated to the College Graduates Employment Association of the Ministry of Education (established in 2010) and was officially established on December 15, 2015. Its main responsibilities are to build a platform for school-enterprise cooperation, assist in employment guidance work, and mobilize the strength of all sectors of society to participate in the employment affairs of college students. The committee is responsible for promoting and implementing the "Applied Talent Cultivation Project", including holding the National Applied Talent Skills Competition and other projects. The first batch of members are 40 key national universities recommended by The State Council. 该办公室隶属于高校毕业生就业协会校企合作委员会，主要负责组织实施《应用型人才培养工程》（简称ATCP工程）。其工作内容包括:与企业共建岗位培训标准，将岗位要求制作成产业课程引入高校;组织学生参加岗位认证考核，颁发岗位胜任证书（获30000余家企业优先录用）;举办全国应用型人才综合技能大赛(如课件大赛、简历大赛等);提供师资培训和企业项目合作等。该工程旨在优化高校人才培养方案，促进学生精准就业。
